The films themselves certainly didnt. some old EU said that the early storm troopers were late batches of clones. It's why they were so lovely at shooting.

Stormtroopers were just conscripts? I'm not an EUsperg though so

I don't know exactly when they switched over but yeah, Stormtroopers were just conscripts later on after the Old Republic -> Empire didn't have access to cloning facilities anymore.
