Jack Kirby would sometimes use photographed elements to great effect in his comic book work, frequently to suggest something otherworldly by way of its contrast to his usual style (Ego the Living Planet's first appearance comes to mind), but I can't think of any comic strip examples.

Furthermore, there's no doubt in my mind that the crude photoshops in Working Daze are just the result of laziness.

Was that Rex Morgan? I thought it was Judge Parker that brought us bimbo karate.

Also I feel like the writer for Rex Morgan felt that Luann was one-upping them on unfulfilled potential in storylines so they had to pick up the pace and introduce an ex-art forger who isn't going to do anything interesting or even vaguely unethical much less illegal in the comic.

Judge parker is the strip with the fairly constant cheesecake and portrays a gunsmuggler and a NSA spy/murderer as heros.
Morgan had ...some young lady living in their place for a while(a distant relative?) and Rex saw her naked.
Then later her boyfriend painted a whale in Rexs garage.

Copying old masters is a common thing for painters to do to study classic techniques---they usually sign them differently and don't sell them. The flaw here is that one got given away to someone who then sold it/re-sold it. The plotline is dumb and convoluted (the easier way to tell it is that the angry mafioso put pressure on local authorities to jail him or something) but it's based in something vaguely related to reality.

They were at the beach and they were people Rex and June met while they were there, and there was a fundraising party or something in honor of one of the girls who had cancer, and Rex was there and the girl walked in and got naked to try and seduce him I think?

It's been a long time but I think that's roughly what happened.
