I was told that they would be carrying otherwise-store exclusive Amiibos, and they certainly had Villager and WFT (and Marth, but he was gone before I got there) far longer than any other stores did, and had a good number of the Wave 2 (part 1) Amiibos when I got MY GCN adapter, but those seemed to have sold out or been taken off shelves by the time I went back today, as have WFT, Marth, and Villager.

I really can't believe tier lists (which are pretty bullshit i know) are saying Megaman is like. Middle of the road. I just fought the most ANNOYING Megaman player on For Glory I've ever fought. I could not touch this dude. I couldn't shield to avoid his attacks or he'd grab me. I couldn't get near him cause all of his ranged attacks would stop me, even the little potato pellets. In the right hands Megaman is insane.

One of the things I am trying to work on is building a good sense of when to spot dodge vs. when to shield, are there rules of thumb about that? I figure if you're up close in grabbing range then spotdodging is a better option coming out of attack recoveries and if you're far away just shield it. Is there more about spotdodging to consider?

Personally, and this is coming from someone who's not even close to pro level, I think it's pretty much six of one half a dozen of the other. Like you said spotdodging is good to juke the grab but it's basically 50/50 because if they do a jab combo you're going to get stuck whereas if you just shielded you could get away without taking a hit. I'm sure there's more to it than that but I'd say I punish people who spot dodge frequently more than those that shield. edit: there's also the fact that some moves will go right through you if you spot dodge so you can punish before they recover. If you shield a lot of moves will stop in place and they can dodge away before you can respond.

The big problem with spot dodging is that it commits you to staying in once place for a time when you do it, so you're pretty much a sitting duck. Shielding is a lot safer because you can take action or throw from a shield, it's not a commitment. Spot-dodging can be used situationally for dodging projectiles or trolling people who use obvious, easy-to-predict attacks but risk-reward isn't favorable.

Personally I like to spot-dodge at least as ROB because I like to punish with a down-smash. Sometimes shielding just pushes me too far away to do that.

Why did you buy it if you didn't want to use it? That being said can someone give me some advice with Ness? All I know is his basic fire -> dthrow -> fair -> fair combo and chasing folks off stage with thunder and I always feel like a lovely player when I'm just fishing for fire.

Nair has huge priority and range, use it to bat foes away horizontally. Bair has kill power as all hell. Short-hop approaches with Ness's aerials are Good. Ness's tilts are also Good.
