Yeah, it's an exaggerated gravity map (the geoid), essentially a map that shows what the ocean level would be based entirely on Earth's gravity alone. Higher areas equal greater mass in the crust and below.

The best is the numerous times I've seen it in Tumblr where either the OP deliberately doesn't say it's a gravity map to troll people, or is just an idiot, and then there are a bunch of responses from more idiots along the lines of, "OMG, I had no idea the Earth really looked like that!"
