To clarify, some countries won't be able to go all the way to Free Market without thirty years to change sliders in, since their government types don't allow it. In that case, it's probably best to go full Central Planning so you're getting at least some benefits (though you also get penalties to upgrading etc. so it's not always guaranteed). If you have the actual unconstrained choice between Free Market and Central Planning, always always always go free market.
