I think that, when everyone's healthy, Hoyer runs the Browns system fairly well. Decent game manager quarterback, and his breakdown came about through line injuries, Gordon causing a few picks, and active sabotage by the front office. The fact that last part has forced them to turn to Josh McCown is just the greatest. Hopefully Hoyer goes to Tampa Bay, beats out Jameis, and gets double any Browns' QBR by just chucking it in the general direction of Mike Evans.
