Hahahaha oh god. Apparently Brownbeck's cuts have pushed Kansas so far in debt it may be forced to take the Medicaid expansion. They are looking at options similar to Arkansas because the money that would come in would boost the health sector of the economy and cut their expenses (since the Feds would pick up the tab for Medicaid)

I wouldn't be surprised if the statute requiring that facilities over a certain size have bathrooms mandates that they have both male and female bathrooms. If that's the case they'd need to make a third bathroom specifically for that purpose. Disabled-use bathrooms aren't pegged by gender, primarily because they tend to only have a one-person capacity, so that's a potential workaround.

Sorry. The way I worded it may have been a bit ambiguous/confusing, but your reading is correct. The law would indeed allow offended third parties to file civil suits against businesses who let people use the wrong bathroom.
