4 isn't "badly written" because it doesn't have long, concrete arcs. In fact, this is one of the things that best separates it from the other parts and popular shonen in general. I doubt it was ever intended to be a strictly serialized thing, so it seems like odd criteria to judge it by.

Part 4 is poorly written in the same way that a novel that consisted solely of unrelated Alice Munro short stories would be poorly written. Each individual part is good, but they don't really add up to a cohesive whole.

I always thought Part 4 was better precisely because it had several arcs and character arcs etc... It's more interesting that Part III's straighforward "let's beat up Dio" plot.
