No, it's a pretty well-documented fact that Bugs Bunny was made as a parody of a character in It Happened One Night. Bugs didn't appear in propaganda cartoons for World War II till after the Germans had given up on the London Blitz, and even then the carrot-munching habit predated those cartoons. The whole eyesight-carrot relationship to the character is tenuous at best.
