So Bayern has the most people getting Betreuungsgeld, even more than NRW. The federal government pays for the Betreuungsgeld, thus Bayern (and Baden-Württemberg) get more than their fair share out of it. But the only thing you hear is how Bayern pays too much in the Länderfinanzausgleich.

The Freistaat actually has a big program to make sure that people apply for the program. It consists of a) doubling the money through money from the state and b) sending potential applicants the prefilled forms, so that they really don't have to do much to get the money. Other states, who hate the Betreuungsgeld for ideological reasons, don't do that and have therefore less applicants.
