If you can figure out how to hydroponically grow poo poo on Mars with maximum water efficiency and little to no use of petrochemical fertilizers you can do the same poo poo tapping water from the nuclear desalination / uranium capture complex in the dust-wastes of the cursed Earth. You don't even have to worry about pesky engineering concerns like shielding it from ionizing radiation. Positive pressure might still be nice to keep the heavy metal PM2.5 from dusting your high efficiency maximized light absorption nutri-corn. The whole installation could be covered in IR reflective mirrors to lessen how much heat you have to pump back into the barren, acidic ocean from the facility cooling loop during peak hours. Radiative cooling would probably still be possible but the structures would be susceptible to megastorms since they require surface area. There's really no necessity for above ground structures short of entrance domes and garages for heavy surface excursion equipment for the occasional trip to the flooded Third World tomb-cities.

And I agree with the Senators: Congress is a co-equal branch and should exercise that power to influence deals made in the name of the American people. If the President says he'll sign on, why not? I wish they did this more often, like, you know, debating when and how the country should wage war. But the less idealistic read is that this is something Israel desperately wants to kill. And if you look at the list of Senators on the SFRC, you'll see some of the biggest supporters of Israel from both parties. It'll be a bit more contentious on the floor, especially since Rubio has vowed to get a vote on an amendment to require Iran to recognize Israel as part of the deal (spoiler: Iran will not agree to do that!).

Congress hasn't liked the small role they have in foreign policy since the founding of the country. Now that declarations of war and formal treaties are no longer used as frequently congress has even less power compared to the presidency so they want to assert more of it. While there is a partisan aspect of it, there is also a separation of powers aspect of it too. Congressmen are loathe to vote something down that gives them more power.
