The leaked info I read says that the Empire didn't survive, all of the worlds split up and form their own factions and alliances and are now fighting for control of the galaxy. So the civil war pretty much continued right after the Empire fell. Just now it's just as violent and bad as the previous two.

When the Emperor and Vader died there were Grand Moffs and other warlord types(like Thrawn) who filled the power-vacuum and were able to continue to be a pretty powerful force. Keep in mind that a Star Destoyer would have thousands and thousands of troops on it, and the Empire even had ships that were bigger than that. With all that set up it was perfectly feasible that someone with a good fleet and the right title could have an army of Stormtroopers in the six figures.
