The general rule of thumb with scares of large-scale EMP attack is that you should be more concerned with the nuclear detonations preceding the EMP. :v:

Obviously, ISIS would somehow manage to acquire not only a working nuclear warhead of sufficient yield, but also a multi-stage ICBM (affecting the entire continental US requires detonating the weapon at an altitude of about 300 miles) as well as the required guidance and launch systems without anyone noticing that they'd built a missile silo or launch complex in the middle of the desert somewhere.

As to why a terrorist group that got a nuclear weapon would go through all the trouble of assembling a working ICBM instead of just putting it in a shipping container and flattening a costal city, I have no idea.

Yes, and the US military already has specialized bombs for taking out power grids like graphite bombs, which knocked out most of Iraq's power grid during the Gulf War. In short for anyone worrying: don't lose sleep over the possibility of an EMP attack. The only scenario in which large-scale EMP is something to worry about is nuclear war.
