This was the first one that I've made so maybe there is better software or techniques for it but I used Photoshop's animation features and duplicated the first frame in a new layer that displayed on top of each animated frame and then masked it so only the water would show through. After that I merged the first two and last two frames with a fade so that the loop would be a little less obvious.

They convert them to a .webm and a .gifv, but you can generally change the extention to .gif and get the huge filesize version. I made that mistake in the old thread.
