Yes the disabled should be denied internet access. What is the ROI on that? Maybe we should make all keyboards require like 20 pounds per square innch of pressure so the disabled cant use them.

You already have shelters etc to deal with this.

The problem isn't so much state housing, the problem is that a huge % of homeless people are mentally ill and there's is a under-capacity to deal with this medically.
