WIC doesn't exist for mothers, they're just a convenient excuse to pass it. It's corporate welfare for agribusiness; that is why it isn't going anywhere. The fact that food is whitelisted by manufacturer in many categories makes it a pretty secure transfer from the government to specific companies; vs. SNAP money, which is also a handout to food companies, but which has more potential to go elsewhere. And the WIC-approved products are usually more expensive than unapproved, sometimes much more. I suspect there'd be a strong correlation between donations from manufacturers of WIC-approved products and voting records related to WIC.

is that why you can't buy sharp cheddar with food stamps, to preserve the integrity of the brand cause when i was on food stamps my favorite thing was the xxxtra sharp store brand cheddar. it was like a dollar. the only other explanation would be that flavor is a luxury for the rich

Someone brought up in the comments on that one that many of the requirements were protective of crops grown and processed by midwest corporations while "luxuries" grown in California and coastal industry goods were banned.

Or beans in bulk. Also since I don't see lentils listed I imagine the easiest to cook of the beans is prohibited. I also cannot understand why rice would at all be prohibited. I've bought 25lb bags of white rice for $20, and that is a monstrous amount of food. It can't be because rice is expensive!

I was able to buy basically anything on EBT that wasn't straight out of an on-site cooking device. I didn't have much so I stuck to staples and splurged on the occasional frozen food when I didn't feel like cooking, but I know I saw precooked but refrigerated rotisserie chickens and ribs and stuff specifically labeled EBT-friendly.

I have few friends who've used WIC, but they used it almost exclusively to get canned milk and pedialyte so I'm not sure about what other stuff it covers. They were pretty pleased with the help, though.

Typically it covers like milk, eggs, cheese, beans, sometimes rice, often juices, basic cereals, peanut butter, pasta, baby food naturally, and canned fish. The check generally just specifies a weight/volume that applies (usually the most common size too, like 1 gallon milk, a dozen large eggs, 8 ounces of cheese, etc). The types of foods put ont he check depend on your current status, eg if you're pregnant they'll add in fish, once the baby's born they'll switch to baby food, once the kids pass a certain age that same thing goes to general foods and cereals. Usually it will be specified that the food has to be store brand, usually with state by state additions of particular non-store-brands that qualify for a given category.

Here in Washington state all food items are covered except anything that's cooked in-store. You can buy pop, fish, lobster, name brand,. store brand, whatever. You can use EBT to buy Papa Murphy's pizza (because you bake it at home). It's nice living in a state that's not run by hateful assholes.
