Edit: I feel like by trying to update Jem for the 2010s, you're immediately missing the point of why people like and remember Jem. Like, it's so obviously and hilariously a product of its time, and that's the appeal.

Captain Cold is a pretty great villain and Rogue's Revenge from the Final Crisis build-up is worth hunting down.

They really nail opposite flavors of camp and meld them as a double act so well. Those promo shots/posters aren't great but the shows they're for are a good way to spend your time.
