I keep hearing arguments about culture being the greatest cause for corruption but more and more I'm convinced that it's just the legal system. Culture might play into the equation because judges have that country's culture but laws are much more important than culture. E: of course culture also plays into the laws. but I guess that's why things like the EU exist, or why they should.
