In truth Russia was "fine" (corrupt hilariously, just like Sochi, but they are a world power) but Qatar was so beyond the pale and impossible that everyone went "what in the actual gently caress?" Russia's just gotten dragged into this because if it had been anyone but Qatar there would've been rumblings but no one would've cared.

They key here is that until now, the corruption was annoying but ultimately accepted as the cost of doing business because things more or less worked. Russia was corrupt but they're a world power and are fully capable of pulling off a competent World Cup. Qatar is different because it's literally impossible for them to host, and are now actually loving things up by forcing them to mess with season schedules worldwide.

By the time the World Cup comes around Qatar will be wishing they had never even tried. The amount of international attention that this will bring to not only Qatar, but to the Gulf states in general is going to be very bad for their regimes.
