1. The map measures population growth, not net migration. Ireland has a relatively high fertility rate even today.

2. Quite a lot of Eastern Europeans moved to Ireland in that period, at least until 2008.

Serious answer: Some people think that Centre and Pays de la Loire weren't combined in order for a future referendum to bring Loire Atlantique back into Brittany and for the rest of Pays de la Loire to be folded into a Centre-Val de Loire in order to win Brittany's votes back in 2017 after the disastrous European elections. Rumor has it that Le Drian prevented a Brittany-Pays de la Loire merger and is behind this theoretical setup but honestly I find it a bit too complicated to actually be true. I don't think they're actually going to ratify the European Charter for Regional and Minority languages either, but it'll make a nice talking point for the PS in the 2016 regionals, especially with Troadec and the UDB having a unified list.

Some great guesses, but no one's even close. It's per-capita UFO sightings!

Also featured at the source, a clickable-zoomable map, complete with eyewitness descriptions of all the sightings. (Spoiler: most of them are some variation of "I saw a thing in the sky that sure sounds just like an airplane or balloon from my description, but it TOTALLY wasn't an airplane or balloon.")
