The Gameboy Color one has I lot of great stuff add to it that not in the NES or SNES ver. DQ 9 is ok too but it has the same problem as FF8 where the crafting system is pretty worthless since you can buy the stuff the next town over by the time you can make the item.

I've played DQ9 up to the story boss, he uses disruptive wave so I can't use the increasing tension thing, wasn't sure how to deal with him & stopped playing.

It's pretty cheap and easy to find. It's even pretty fun if you can talk some friends into getting it.

I've heard about codename steam just being really bland and boring. I'm probably never gonna buy it but I'm just curious, did they ever end up doing anything interesting with that game, with the aesthetic, story, setting, characters, or anything? Or was it just kind of a mess of "meh" the whole way through?

Well, (western) comic books weren't exactly known for deep character driven plots. It was more or less good guys vs. bad guys/things. Stuff the Comics Code Authority would approve.
