If I recall correctly it's something like 10-15 seconds, however it's allowed depending on the circumstance. You'll sometimes see a rider removing his hand periodically, putting in a couple of pedal strokes and putting his hand back on to attempt to follow this. Normally it's "okay" to hold on for an undetermined amount of time for: *Mechanical issues being adjusted *Being bandaged up from a fall (this is often milked a bit to allow the rider to recover from the sudden injury) *Waterbottles as mentioned above. It's the same thing with drafting cars. It's all at the race directors discretion. The rules explicitly state there are no "warnings" (I think this was a change from previous rules in the last 5 years) however you know drat well warning occur just not officially. I actually love how the rules of cycling are implemented. It's enforced by the spirit of the competition, the rules are there to punish those who violate the unwritten ones and it's pretty clear where the line goes from gray to black.
