If not preaching constantly was the price to pay for exclusive access to Japanese trade they were more than willing to accept.

Then Tokugawa Ieyasu takes over and he's trying his hardest to keep this country together they just unified after a hundred years of war and there are these Franciscan monks popping up, arguing with the Jesuits and wow all this bickering sure sounds like destabilizing foreign influences, out, out, OUT. Except for the Dutch. They can stay. At arm's length, sure, but we'll let them.
