Terminator Salvation: The Final Battle #11. It turns out that Marcus, the human/robot hybrid from Salvation, was a prototype for a bigger plan. SkyNet tried the same process on a remorseless serial killer named Thomas Parnell and patched him into an army of T-800's so that they can fight the human resistance in a way that's less predictable and more ruthless. Not only are the humans losing the war, but Parnell's gradually taking more and more control away from SkyNet. John Connor has done the unthinkable and is now teaming up with SkyNet against a bigger threat. The plan is to link John's mind with a Terminator and have it go after Parnell.

It's also worth noting that for decades, John knew that he would be murdered by the same Terminator that would later protect his younger self in Terminator 3.

Dude with an X on his chin is also Woodchuck from Record of Lodoss War so yeah it's a deliberate homage. And I know I've seen the dude in green too, I just can't remember where.

Could be that guy from Fist of the Northstar, which would place it at the same time period Lodoss War and Berserk hit and be consistent with the author's probable inspirations.

It may sound weird, but I think that direct references like that should be handled in two ways: either make it a cameo, or make the meta-joke the point of the scene. Like this:

I mean, those are both pretty much the same gag, one just has a lot more words pointing it out just in case you didn't get the reference. I'm not particularly a fan of overt references like that myself, but I feel like if you like the one it's kinda weird to not like the other.

Yeah, those'd basically be the same style of reference if we'd had one more page at the start showing the chin guy pissing while narration told us a bit of backstory filled with winking references to his source. Although I like explicit cameo references too, so long as it's not taken too seriously in a "they must be in the same universe time to try and Frankenstein their stories together" kind of way.

Reading way too much into a simple homage. Creator A thinks Creator B's work is cool. Passing reference to Creator B's work appears in Creator A's work as a tribute to Creator B. There's nothing more going on here than "I like this stuff enough to include an overt reference to it in my work."

There may be a point to those Necropolis cameos, which is that your typical fantasy "adventurer" is little more than a bandit or mercenary. (Google "murderhobo".) Woodchuck IIRC was the generic D&D "thief" archetype, greedy and cowardly, and Gatsu/Guts was a sword-for-hire at that point in his life who killed on orders because that's all he was good at. No idea about the other guy but I can't imagine that these character choices weren't in deliberate contrast to our protagonist.

It's a 12-issue series meant to be the end of the whole Terminator story (it came out a year before the new movie). Connor has the ability to purge SkyNet completely afterwards, but decides against it and is able to convince the program that humans and SkyNet are ultimately better off coexisting than one completely destroying the other. They do indeed gift him with a Connor skin as well as give him that T-800 that killed him as an offering, but instead of revenge, he sends it back in time for T3 instead.
