It's pretty clear over the past decade or two, with minor exceptions/corrections, that the default is now a concentration of doping willingness and expertise in a leading team or two as opposed to a larger group of teams.

It used to be everyone was drug fueled but now the outcome is drug determined. Just this pony's opinion. It definitely makes sense that a flatlander Welshman is crushing a Colombian dude raised at 3k meters in the climbs. That's very different from everyone doping but the climbers still taking the climbs.
