If you look at the other ones, you see stuff that all looks like typical page damage.

It also looks like typical damage to masonry block, which would be at least as common on a job site as a half dozen phonebooks.

Hard to tell with the fisheye going on and the artifacts on what should be straight lines. Was this originally two photos that were stitched together?

Not that it matters. This is equally unsafe regardless of whether the idiot stacked up phonebooks, masonry, or wood.

Looks like that rigid foam insulation sheets cut into blocks to me. It even looks like it has the typical foil backing on it.

I like the paint that will cover everything if one single part of that ongoing catastrophe fails.

I think that's a preexisting railing for the top of the stairs.

Yup, it's the hand-rail for the railing across the top of the stairwell. Wrapped up in paper to protect it from paint, I imagine.

There's so many strange deflections and discontinuities, the picture was either taken with a cell phone panorama function, or was taken in Russia.

Alright, so it has a use.

However, it's still probably going to be the straw that breaks the camel's back that eventually ends with a broken, paint-coated man at the bottom of a staircase.

It looks like they had time to bring in a tow truck, so probably all the passengers had already evacuated.

Someone I was giving a lift to once asked me why I kept a ~10 second distance with trailer trucks (instead of the recommended 3) or why I floored it when passing them.

This thread has pretty much confirmed I'm in the right.

This is the right answer, I think. They definitely aren't books of any type. For anyone who didn't notice, there is another one under the pick the guy is walking on. It's clearly not the Yellow Pages.
