Within each series, characters tend to be added in order of significance (ie, Luigi before Wario, Fox before Falco), and as mentioned above, lots of Zelda characters are way ahead of Cia in line. It's like you people don't even pay attention to Sakurai's decision-making process.

I also enjoyed Star Fox Adventures, though I can't remember any other game I've ever played where I needed to dive for the remote to hit the mute button out of sheer embarrassment. But it was a solid Zelda clone and there simply aren't that many out there so I liked it quite a bit.

I actually liked Cia in Hyrule Warriors because her motivation for being evil was literally that she is really horny. Like, same I don't think that's enough to be in Super Smash Brothers though.
