Not just Japan, but yes that's the basic idea. If you want to supply the same product to multiple countries with different levels of purchasing power, you have to somehow prevent consumers and retailers in places where the product is more expensive from importing it from where it's less expensive. Region locking is a simple but rather effective method of doing that. Look up "Price Discrimination".

Why is it the games that supported the classic controller were the ones where you'd prefer the Wiimote anyway, and the games that didn't support it were the ones where you would want it.

Has anyone actually played Bombing Bastards? I could go for a good Bomberman clone if it's good, since the real deal is apparently finished or in some sort of licensing limbo.

The problem is that in order to offer alternate controls on Wii classics, in most cases they'd have to reprogram those games. That's a bigger undertaking than just digitally repackaging the original ISO, which is what they're doing now. The reason Pandora's Tower and Xenoblade work with the Gamepad is because they supported the Classic Controller, which has an equivalent button layout. So it's just a matter of getting the Gamepad to spoof that. Would it be possible to have the Gamepad spoof a Wiimote/Nunchuk in the same way? Most certainly, but it'd be awkward for games that use the pointer, and it wouldn't work at all for games that involve moving the Wiimote/Nunchuk independently.
