And that might be part of the problem. When most people hear 25 years, they think the person is going to be in prison for 25 years. If most prisoners only serve a fraction of their actual sentence, maybe sentences in general need to come down to reflect the reality of our justice system. Instead of getting sentenced to 25 years and getting out in 9, maybe sentence them to 10 and out in 9?

Edit: ^^^ yeah, that too. When someone serves 10 out of 25 years in custody, they're still on parole for the remaining 15 years up here, which is a big determinant of recidivism. Not perfect but very helpful. I think the problem with that is the sentencing provides a significant incentive to behave while in prison, since (up here anyways) correctional charges can't increase a sentence. Obviously new criminal charges for assaults etc can increase jail time, but having a longer sentence on paper gives Corrections more ability to impact behaviour behind bars. Obviously it doesn't work perfectly since our jails are still terrible, but I'd argue that without it, they'd be much worse.
