It was a poor choice and the second costume is more true to the character. There's a billion different Chun-Li redesigns on DeviantArt (many of which have absurdly low necklines) and she could be cosplaying as one of those. It wouldn't be the first time.    Note that these two cosplay interpretations actually scale back the absurdly low necklines of the original art.

Rob Liefeld created a character named Forearm, whose power is to have four arms. Greg Land could never reach those heights.
