It was a poor choice and the second costume is more true to the character. There's a billion different Chun-Li redesigns on DeviantArt (many of which have absurdly low necklines) and she could be cosplaying as one of those. It wouldn't be the first time. Note that these two cosplay interpretations actually scale back the absurdly low necklines of the original art.

Graphic Designer is generally used to describe a person who does layout, formatting and logo arrangements for print & web. Though the models you look at in video games are referred to as 'graphics', the design of them is not referred to as 'graphic design'.
