Payments are indeed calculated based on the number of quarters you worked (time) and the average amount you put into social security during that time (average salary). However, a person who made close to minimum wage all their life will receive a proportionately larger amount than someone who made above the maximum social security salary (yes, after a certain point you no longer pay SS tax on any amount above a set level). So there's still a bit of baked in socialism in order to achieve the goal that the elderly should not be starving in the streets. But to your point, social security payments being made every month right now are paid out from the current social security taxes being collected. There is a social security fund, which is from when income into the system exceeded payments, but that's invested completely in US Bonds in a rob Paul to pay Peter accounting trick. In this way, you can rationally argue it's redistributing money from the young to the old, even if those collecting paid in previously. It's also exactly why Social Security is by definition an entitlement, because the people paid in are entitled to the result of the quasi-longevity insurance that they paid into. This is why there's often a debate on how much debt the US actually holds, because do you count money we've loaned to ourselves but have every intention of paying back in the future or do you only count non-government held debt? Obviously those with interests to make the national debt look as bad as humanly possible include those amounts, those on the other side do not as we could just as easily change withholding rates and payment laws to ensure continued solvency without touching the "trust fund." For every $1,220 you earn (and pay SS taxes on), you gain one "SSA credit." You can earn a maximum of four credits per calendar year. To get SS retirement benefits, you need to have accumulated 40 credits -- meaning that you have to be working at some kind of taxable job for at least ten years. Every year that you earn a credit, they record what your annual taxable income was, and they keep the top 35. When you start collecting, they take the average of those top 35 years, and use that as a table lookup to determine how much you get per month. (There's an upper cap, which is actually quite low; so, if you make a lot of money, you won't get back most of what you pay in. To me he's the perfect example of a guy who's brilliant in his field but average or less in most other fields and disciplines but gets some total pass because of just how incredible he is in his specific field. It'd be like if I was the best computer engineer around so I strolled into a biolab and started giving my opinion on the right way they should be doing it and everyone was at least paying lip service no matter how crazy my ideas were.
