I wonder if instead of boobs, making the hips wider would make the costume seem more feminine. The giant pauldrons make the shoulders seem wider and more "male", if that makes sense? So add some hip pauldrons too.

More D*Con photos coming in, Gary Sterley Studios (aka that guy who has the super awesome 40k Crimson Fists marine costume) and his wife made this Destiny thing and it looks really fantastic
