It's more that there's literally hundreds of the little buggers so if you kill one another just takes its place. They also seem to have a hive mind or are all avatars for the same intelligence, so any individual bunny-cat body is disposable.

Rather than animating and giving the tram working wheels or anything, they just made the tram into a hat, and had the npc run along the tracks. You never see the npc unless you use no clipping tricks or go into the editor.
