I think Eastern Columbia was used in the pilot for Moonlighting, where they climbed outside and up to the clockface. Nice L.A. landmark. And as for best "arts" I think Beaux Arts should get an honorable mention for architectural confections like this:

One of my favorites is the Northwestern National Life Building in Minneapolis: Used to be able to see it out my office window, but new construction has almost completely blocked the view. Some of Frank Gehry's buildings have gags like that in them. I can't find a picture of it now but one has a supporting column which cuts off suddenly, midway to the ground.
