I think Eastern Columbia was used in the pilot for Moonlighting, where they climbed outside and up to the clockface. Nice L.A. landmark. And as for best "arts" I think Beaux Arts should get an honorable mention for architectural confections like this:

One of my favorites is the Northwestern National Life Building in Minneapolis:  Used to be able to see it out my office window, but new construction has almost completely blocked the view.
