I''ll readily admit that a lot of it is probably colored by that time-skip in the series since during that they have some really lame justifications for what he did Basically (spoilers for real late in the manga but it's kinda goofy) There's an island of super powerful evil martial artists and it turns out that their leader is Raoh's ~evil twin brother~, so Raoh was raising an army to fight them
