I don't think that's quite what happened. Even though the Court is using Tony to enforce authority on Annie, it's still his choice to keep her grounded.

The court is the size of a city with the authority over all of it. I'm pretty sure they could come up with some middle ground between "detention" and "expulsion" to tame an unruly teenaged girl who thinks she owns the place.

As has been brought up previously in this very thread, there are a ton of things the Court could have done to rein Annie in. Using Tony to do it kills two birds with one stone; it gets Tony back to the Court, and reins in Annie in a way that they don't have to really even do anything.

Watch Cuyote fix Annie and Tony's relationship for a laugh I don't think Cuyote really cares about Annie beyond the selfish goal of laughing. As soon as she stops making him laugh he'll get angry, and she's not making anyone laugh in her current state. If she visits the forest as is I think she's going to royally piss off Ysengrin.
