yeah i *think* you can do it if it's declared "art"... but cosplaying as Hitler would definitely be frowned-upon by the general public (or at the very least mass media) aorund here, as we literally jump on any opportunity to be annoyed, ashamed, embarassed or righteously upset about literally everything. Sorry for the derail i just wanted to tell that this was probably a professional costume job.

Movies (unlike video games) are art and art can show symbols that are forbidden, anti-constitutional symbols. Similar exceptions exist for educational purposes (museum, places of rememberence, history books, school books). And since a decision by the supreme court for some anti-Nazi logos too. Some day video games will be declared art too, and then they are covered too. Basically the whole law exists to prevent Neo-Nazis from running around with swastikas and Nazi flags. Cosplay is probably not covered, but I don't think there has ever been any court decision.
