There was a memo put out suggesting that the Federal government wouldn't act if tribal reservations moved to legalize pot. Two Bulls is pointing out that there's no hard guarantee that this policy will be kept in place, hence the speech bubble from Uncle Sam in the bottom right corner.

Keep in mind that Marty cares about the impact things will have for his fellow Native Americans. That cartoon isn't the first he made about a proposal of legalizing marijuana within reservations. So he worries about the damages caused by the drug (which would add to the damage caused by alcoholism) and the damage caused by drug tourists who'd go there to get high (which would add to the damage caused by casino tourists who go there to gamble).

According to the holy scripture of Genesis the ark was about 450 feet long, 75 feet wide, and 45 feet high.

The best apples-to-apples comparison is of course the Titanic, being also a boat. It was about twice as long, well over twice as high, a bit wider. Although it did have the structural advantage of being made of steel instead of gopher wood.

The Great Pyramid of Giza is about 450 feet high, and obviously mostly composed of solid rock, significantly out-massing every other contender. Although it was made by thousands of laborers instead of one guy's extended family.

The Hindenburg was about the same length, three times as big around and flew through the loving sky.

e2: Also, it's transparently disingenuous, the common category is not "big man-made things", or we'd talk about skyscrapers and bridges and aircraft carriers; it's "big man-made failures" (to a christian conservative egyptian culture "failed" and only ruins remain), as opposed to the ark which is famous for having worked.

No, it's way more literal. There was a tribe that built a big greenhouse grow op after getting the go ahead to legalize pot, but they still got raided because it was visible from the highway. Telling Indians they can legalize pot is a trap because the government can change it's mind on a whim and decide they can't actually do that or aren't doing it right at any time.

My favorite thing about the Noah's Ark story is that no one really knows what the hell Gopher wood is, so the KJV just left it untranslated.
