This is because the show didn't have the budget to hire every cast member as an actor, and Walter Koenig was the one they decided to drop.

People who are making comics through cargo-culting will imitate these things, so there's lots and lots of badly-made English-language comics out there that deliberately reproduce these translation artifacts.
