I'm pretty sure you'd have a pretty strong case for civil damages if you were a bidding party in a predetermined process. Aside from that, why would they rig a selection of there was nothing in it for them? I don't think it's criminal in and of itself but if there is any sort of personal gain I would wager that you get into criminal territory.

The bidding process has always been about who bribed the most except when Blatter had a horse in it, like South Africa for 2006 (the reason the fat gently caress still pissed at the German FA lmao). So it's predetermined in that votes are already known prior to the selection.
