My only exposure to the character was some sort of meta commentary on it in one of the standard literary comic runs from the 80's-90's. Was there a Prez story in Sandman?

Yeah give Sandman a reread Zoux. Parts don't always hold up but it's still a remarkably rich series worth some delving and a phenomenal snapshot into the time when it was written.
