They're just much nicer used browns and greens. I'm sure Novagrad will still be a far more convincing city than anything in a Bethesda game though. random encounters are probably out from bethesda games for good because nobody even kows there were hundreds of them in skyrim because you only encountered them if you didn't use fast travel
