I did some reading. The little blue pencil sharpener would be the local link for the telegraph. It would trigger a circuit in a nearby office and summon a messenger boy, who would collect the hand written message and deliver it to the telegraph operator to send across the system.

Persisted in some places until post WW2, apparently.
