I think the bigger issue is Batman finds that he is the only one who gets to decide when someone goes rouge and only he gets the options to take down the bigger heroes because trust issues.

I actually have been thinking what if it's Laurel in the grave? Every other character on this show show had a moment where people thought "it's him/her in the gave" except Laurel. Everything could just be misdirection. She also doesn't seem to have an actual plot this season either.
