Is it possible that it's his brother Harold in the picture? https://en.wikipedia.org/wiki/Harold_Harmsworth,_1st_Viscount_Rothermere

Harold Sidney Harmsworth, 1st Viscount Rothermere, Bt. (26 April 1868 – 26 November 1940) was a highly successful British newspaper proprietor, owner of Associated Newspapers Ltd. He is known in particular, with his brother Alfred Harmsworth, the later Viscount Northcliffe, for the development of the Daily Mail and Daily Mirror. He was a pioneer of popular journalism.

During the 1930s, he was known to be a supporter of Nazi Germany, purportedly having become convinced that the National Socialist Party would help restore the German monarchy. He cultivated contacts to promote British support for Germany.

Even he was pretty close to being lovely here too!

quote:

Mayor Martin J. Walsh — who was interviewed with Baker at the State House on Monday — agreed that he wanted to know more about the federal government’s plan for reviewing incoming refugees.

“We would have to see the vetting process and what’s happening with the vetting process,” Walsh said.

But later in the day, Walsh seemed to backtrack. “As a city and as a country it is not our custom to turn our backs on people who are in need and who are innocent,” he said in a statement.

I was kind of okay with Baker for a while, then he decided the best way to solve the mbta's issues was to privatize it, went against trans safety bills, and decided Massachusetts shouldn't welcome refugees.

Syrians
fleeing their country's four-year-old civil war face a series of
hurdles, and months in limbo, if they seek to end up in the United
States.
U.S.
government vetting that includes face-to-face interviews, a health
screening and security checks can take as long as two years.
A
State Department official outlined the process in a background briefing
as President Barack Obama directed his administration last month to
prepare to take in at least 10,000 people fleeing Syria over the next
year.
The United States has
admitted about 1,500 refugees since the Syrian civil war began in 2011,
while Europe is struggling with an influx of hundreds of thousands.
WHO IS IN CHARGE
The
U.S. Refugee Admissions Program includes the State Department, the
Department of Homeland Security and the Department of Health and Human
Services. They work with international organizations, non-governmental
and other groups, including religious organizations, to identify and
settle refugees in the United States.
HOW LONG IT TAKES
Processing
includes an in-person interview, medical exam and security checks. None
can be waived, as in some countries. The State Department said it takes
from 18 to 24 months or longer to process a case from referral or
application to U.S. arrival.

FIRST STEP:
Most
migrants enter the U.S. refugee program through a referral from the
U.N. High Commissioner for Refugees. Some apply directly. The State
Department already has 18,000 referrals of Syrian refugees from UNHCR
and has begun casework for more than 10,000.
PREPARING THE FILE:
Applications go to
one of nine State Department-funded "resettlement support centers"
overseas run by international or non-government groups. Caseworkers, who
are not U.S. government officials, collect information from applicants.
THE INTERVIEW:
Officers
from the Department of Homeland Security's Citizenship and Immigration
Services travel from Washington to where the applicants are to decide
whether they meet the legal definition of a refugee, based on whether
they have faced or likely will face persecution.
SECURITY CHECKS:
Applicants
undergo multiple background and security checks involving the National
Counterterrorism Center; the FBI's Terrorist Screening Center; Homeland
Security; and the State Department. Details of the checks are
classified.
HEALTH SCREENING:
Applicants
are screened for diseases that might pose a threat to public health. A
resurgence of tuberculosis prompted U.S. health authorities in 2007 to
tighten testing protocols.
FINAL LEG:
After
a three-day cultural orientation class, the International Organization
for Migration, an intergovernmental group, arranges travel. The U.S.
government pays travel costs, but refugees sign a reimbursement
agreement.

That's a plain old Hornet he drew, the intakes are rounded.

And yeah during interop exercises the US Navy has had Hornets and Super Hornets land and then take off from the CDG; while similarly the French Navy has landed and taken off Rafales from various American carriers. (Such exercises, however, still requires that people first came by helicopter with the nose tows necessary for the aircraft to use the catapult to take off, because these things are specific to each aircraft. Also, SOP forbid everyone except the flight squadron crew from touching an aircraft, so when a US jet lands on the CDG, US personnel needs to be there waiting for it; and reciprocally when a French jet lands on a US carrier.)
