Technically, HIPAA has an exception for state level inspectors. In a rational world that would make sense if you think about it; inspectors need to see the records to do their jobs and to make sure that everything is being done appropriately. Of course those inspectors are supposed to have their own duty of confidentiality.

The issue here is that since these "inspections" are transparently political there's reason to suspect the inspectors will not keep the requested records confidential as they should.

Nobody said governors wouldn't ignore reality and no, he doesn't have (legal) authority to blackmail groups that use federal funds like that. If he follows through and fucks with their ability to operate he's going to get taken to Federal court and he's going to lose.

Meanwhile, all the charities are hosed, especially if they can't win costs in the litigation. There are only so many lawyers out there who can take those kinds of pro-bono cases, and the charities themselves only have so many man hours and every man hour they spend dealing with Governor Bullshit is a manhour not spent helping someone directly in need.

It's not insanity, it's calculated racism.

That said "private charity" is sortof mythical. There aren't that many truly private charities, in the sense that they depend solely on private funding with no government support of any kind. The non-profits this letter is going to all are heavily dependent on federal (and probably state) funding to do their work -- the refugee resettlement program is federally funded, and it's private charities that do the actual grunt work of the resettlement.

So this order makes a certain amount of sense if your goal is to block settlement of refugees. And it's within his power to issue it, even if it exceeds his actual legal authority to do so. The order will eventually be overturned after someone brings a lawsuit, but by the time that happens the issue will have blown over, and none of the costs will come out of the governor's pocket. The only people who suffer will be the refugees and the humanitarian resettlement workers and he doesn't care about those people.

Both, depending. They'd attack, and be attacked by, the communists and other parties all the time, but the SA would also target individuals and hecklers and put the boots to them at party events/meetings/rallies.

It's getting hard to interpret it any other way. His poll numbers only rise the crazier and more belligerent he gets.

Ask any Trump supporter what they like about him and you're likely to hear "he tells it like it is!" or "he's saying what we're all thinking!" Which really means "he gets to express my horrible bigoted opinions out loud without fear of social consequences!"

Ironically, his rallies are becoming "safe spaces" for outright racists and bigots. Trump gets to "tell it like it is" and his supporters finally get to cheer at the top of their lungs (and yell "white power") without having to look over their shoulders. Since Trump basically gave the OK to beating up protesters at his rallies today, I expect this to get much worse.
