This is mildly interesting and worthy of comment! Is there any more detailed breakdown of the 18-59 group for the purposes of political arguments or is that information not available to us?

It makes sense to me from a level of care perspective - people from 18-59 don't require schooling or supervision with daily activities - give them some money and they can probably dress and feed themselves. They're also likely to be able-bodied workers. By contrast, under 18 and 60+ need more care and/or supervision, and probably can't easily join the workforce.

It's not too unbelievable that it happened like that, but it's also the opposite of a problem. If you look past the rhetoric, all that happened is that an official announcement had to change its wording twice. I work at a university. Everyx public announcement I make goes through at least four revisions, it's really not a big deal.

It's still stupid that it had to be changed in the first place and doesn't really reflect well on the maturity of the university's students back in 2000

Like, I don't think you people realize how many times you have to rephrase poo poo because somebody high up has weird preferences. I've had to rephrase things because the person it was directed at didn't like being questioned, so we had to make it sound like what we proposed to do was his idea from the start. That's normal, albeit annoying. Changing a word because it reminds black students about the time they were literally property isn't even close to that.
