Part of the world map in Rule the Waves. The game takes place from 1900-1925 but the world map appears to just be a modern day one, but some countries got annexed by others to simulate them being part of that country in 1900. For example, Ukraine is marked as independent on the map with borders, but part of Russia for game play purposes. Likewise, Korea has its "two Koreas in 2015" borders but both belong to Japan.

So of course, all of Poland belongs to Germany in this. Nothing explains the UK.

I'm pretty sure wargame developers of games like this can't afford to pay for historical cartographic data with the required interactive features, and so they buy the cheapest C# current world map implementation instead.

Of course this is assuming RtW is a video game, which it seems to be, and that it runs in the native Windows environment.
